It's got the feeling of Overlord (the game, not the anime/novel), which is a pretty good and somewhat humorous game, however dated that it is. However this type of story doesn't work well in novelization, and the author's inability to actually have a concrete setting in mind worsens this.
It's got everything bad about a "Chinese Pokemon fanfic"; the generic nature of the plot, repetitive filler words that make each chapter longer than they should be, overly nationalistic setting that even when they do write about WW2 they forget about how China was saved by the USSR and USA, it's always a college exam, life always only starts after university, no one's got any actual life experience before then, all Pokemon come in tiers of qualifications, raising Pokemon is more expensive than buying a hundred pets in real life yet somehow everyone other than the MC doesn't really show up with these problems in the story (but it might get mentioned as an aside), terrible writing in romance, brain dead enemies of the same age, and so on.
Dafuq? Garchomp can't do long distance flying! And when did everyone know Sakaki's the boss of Team Rocket so early when they should only know him as a gym leader? Why would Oak even tolerate him? MC is already a mary sue with powerful parents and renown grandparents and unique superpowers, fine, but why add a system afterwards? So convoluted that it feels like this was written by AI

... terrible all around. If you're not going to actually be a villain, then don't call yourself one. These deadpoolesque MCs are so boring.
